Domestic Resources Use Mobilization (DRUM) for UHC

Domestic Resources (DR) Use (U) and Mobilization (M), or DRUM, for UHC focuses on the efficient use of resources for health. Many countries face critical shortfalls in domestic resource mobilization for health, threatening to push health goals out of reach. Health goals matter because health is a human right, but health is increasingly linked to a country’s economic future. As countries mobilize more funds for health, decision-makers need to improve how they allocate and use those funds. The paper Beating the DRUM in Lower-Income Countries is intended to inform discussions and strategies for directing domestic resources toward the efficient and equitable use of those resources and to complement other development assistance for health particularly in lower-income economies.
